Uber is now complaint with RBI rules. Now you cannot book ride directly using your credit card. Now you will need an PayTM account, where PayTM wallet can be charged with any payment menthod be it credit card, debit card or netbanking.

Try once with mobile 3G connection, it will help detect your location. PayTm is allowed only in India. If its asking for credit card then your app/mobile is not able to detect its location clearly.
Deletetry ur credentials on android phone uber add, it should allow u to add the paytm wallet, then login back on windows ph...give it a shot, windows app for uber seems to be not updated to add paytm wallet
